Please help me identify

I was dead heading my coneflowers when I saw this little guy.  He was the brightest neon green.  I have never seen anything like it before.  What is it? 

Northern Flicker

I am just starting to learn about birds and this is the first time I have seen this bird. I believe it is a Northern Flicker. Please correct me if I am wrong.
